EDGE Builds the eSafer App for First Responders

Highlighting the mobility element of emergency service operations, EDGE is developing an advanced concept of incident and emergency management system and a mobile application (App) for First Responders for the AIMES Project. This concept is designed to bring the FRs into the communications and information exchange loop in emergency response, significantly improving their situational awareness of the emergencies through the forwarding of critical emergency-related data to dispatched FRs.
To develop and demonstrate a fully integrated end-to-end solution for next generation emergency services in AIMES, EDGE developed the AWARE - Emergency Management and Dispatch System and the eSafer Responder App.
In dispatching, the PSAP System receives all emergency calls and the PSAP operator fills the details concerning each emergency case, using a pre-defined EIDO form. As the PSAP operator identifies the nature of the emergency, the PSAP operator forwards the emergency call and emergency use case details to the right emergency response organisation. in the organisation’s headquarters, EDGE’s AWARE Platform presents the details of the emergency case and allows the swift dispatch of the case to the most appropriate FR team. The AWARE Platform is a situational awareness tool for security practitioners that provides an intuitive and comprehensive incident/emergency management system, displaying georeferenced events, associated with multimedia data (photos, videos and text), that clearly identify the emergency’s type, severity, location and time, as well as its status (open, closed, waiting for dispatch, dispatch sent). All reported emergencies present a trustworthiness factor (verified vs. non-verified) to determine the degree of trust on the information source. The AWARE Platform enables the dispatch of assistance and the monitoring of the response effort, as well as the dissemination of public alerts.
Using the eSafer Responder App, the FR team becomes readily aware of all emergency details and is able to gather the adequate resources to effectively assist the victims. eSafer allows First Responders to use their mobile devices to easily view and acknowledge reported emergencies on a map. It allows First Responders to upload the emergency case report, including additional information, such as photos and videos, directly to the AWARE Platform. As the FR team approaches the victims’ location, they are able to receive up-to-date information on the emergency, facilitating their response effort, and they may use multi-channel communication such as messaging, images, video and automatic location to monitor the evolution of the emergency. As the assistance is provided, the FR team is able to use the eSafer Responder App to update and close the emergency case.
